Can this sensor measure DC current?
No. A current transformer works on electromagnetic induction, so it only measures AC current.
How do I read the output with an Arduino or ESP32?
The output is an AC signal centred on zero, so it needs a burden resistor and a bias to half the ADC reference voltage. Sample several cycles and compute the RMS value to get the current.
