Why does my output not go high?
Open-collector outputs can only pull the line to ground. To read a high level or light an indicator, connect a pull-up resistor from the output pin to a supply voltage, or connect the load between the supply and the output pin.
Which pins are the power pins?
In the 16-pin package, pin 16 is VCC (5 V) and pin 8 is ground. Input codes 10 to 15 (1010 to 1111) are not valid BCD, and for those codes all outputs stay inactive.
