Is this a PNP or NPN transistor, and how do I drive it?
It is PNP, so the emitter is normally connected to the positive supply. The transistor conducts when the base is pulled low relative to the emitter. Size the base resistor for your drive current and confirm the pin order in the datasheet, since SOT-89 pinouts can differ between manufacturers.
Is it suitable for a 12V motor or LED load?
The 30V and 3A ratings cover many 12V loads, but the current must stay within the rating with heat in mind. The 3W figure limits continuous dissipation, so use a larger copper pad or heatsink for higher loads. Check saturation voltage and current gain in the datasheet before finalising the design.
