All three enable inputs must be in their active state: G1 high, and G2A and G2B both low. If any enable is inactive, all eight outputs stay high.
How do the select inputs choose an output?
The select inputs A, B and C form a 3-bit binary number, with C as the most significant bit. The selected output goes low while the others stay high, provided the decoder is enabled.
