Is this module safe to use with mains voltage?
The input is mains voltage and can be lethal. Mount it in an insulated enclosure, fuse the live input, never touch exposed mains terminals, and have a qualified person handle the wiring.
Can it power an Arduino directly?
It can power an Arduino through the barrel jack or VIN, since Arduino boards accept 7 to 12V input. Keep the total current within the 400mA rating, including the board and any connected load.
