Can the output be set higher than the input?
No. As a buck converter, the output must stay below the input voltage, with enough headroom for the controller to regulate properly.
Does it need cooling at 5A?
At high output current the chip and the inductor get warm, so provide ventilation or a heatsink, and verify the temperature under your real load.
