Are these new cells?
No. They are reclaimed cells. Capacity falls within the 500 to 1000 mAh range, but markings and wrapper may differ, so test capacity before using them in a critical project.
How should I charge it?
Use a Li-ion charger that stops at 4.2 V per cell. Never charge damaged, swollen or overheated cells, and use a protection circuit when building packs.
