Is it a replacement for the TNY264P?
It is in the same family and package but rated for about 15 W instead of 9 W. Check the power requirement and the full design in the datasheet before substituting it.
Can I connect it directly to mains power?
It needs a complete flyback design with transformer, feedback, rectification and protection as shown in the datasheet. Mains voltage is dangerous, so only build it with proper isolation and experience.
