Do I need to clean the board after using this flux?
Flux can leave residue. Follow the manufacturer's guidance, and many rework fluxes are cleaned with isopropyl alcohol after the board has cooled and been disconnected.
Can I use it for normal through-hole soldering?
It is a paste designed for BGA and SMD rework. For general soldering, choose a flux suited to the task and the solder you are using.
