Can I charge this cell directly from a 5V USB supply?
Not directly. Li-Ion and Li-Po cells need a charger that limits the voltage to 4.2V, such as a protected single-cell charger module (for example a TP4056-based board). Connecting a cell straight to 5V can damage it.
Can I use this cell to power a 5V board such as an Arduino?
A single cell gives about 3.7V nominal, varying roughly between 3.0V and 4.2V as it discharges. To power a 5V board, add a boost converter module and make sure the board's input voltage range accepts the output.
