Why is an insulating bushing needed?
In many TO-3 devices the metal case is electrically connected to one of the terminals, so it must be insulated from a grounded heatsink or chassis to avoid shorts. Check your transistor's pinout first.
Does the nylon bushing help heat transfer?
The nylon bushing is an electrical insulator and not a thermal interface. For good heat transfer to the heatsink, apply thermal compound between the transistor and the heatsink as your design requires.
