Yes, the kit is made for hand tapping. Fit the tap in the handle, start it square to the hole, turn steadily and back off regularly to clear chips. Using cutting oil helps on steel.
How do I choose the right tap size?
Match the tap to the bolt's diameter and pitch, for example M3×0.5 has a 0.5 mm pitch. Drill the hole to the correct tap drill size first, because the tap cuts the thread into that hole.
