Does the BL9148B need a microcontroller?
The IC is designed to encode key presses into the IR code directly, so basic remotes do not normally need a separate microcontroller. Check the datasheet for the key matrix wiring, the supported IR protocol and the required output driver.
What must the receiver support to work with this encoder?
The receiver must decode the same IR protocol and carrier frequency that the encoder transmits, as specified in the datasheet. A receiver designed for a different protocol will not respond to its signals.
