What voltage does the holder provide?
It depends on the wiring. In series, four 3.7V cells give about 14.8V nominal; in parallel, the voltage stays at 3.7V. Check the markings on the holder before connecting.
How do I power an Arduino from these cells?
The holder does not regulate voltage. Use a suitable DC-DC regulator, step-down or step-up depending on the wiring, to reach the 5V an Arduino needs, and check the output before connecting the board.
