How do I connect it correctly?
Connect the lead marked with the negative stripe on the can to the ground or lower-voltage side of the circuit. Reverse connection can cause the capacitor to fail or swell.
Can I use it in a 230V mains circuit?
Yes, after rectification. The DC peak of rectified 230V AC is about 325V, so a 450V rating gives margin. Make sure the peak voltage in your circuit stays below 450V.
