Do I need an insulating pad with a TO-247 device?
Many TO-247 devices have a metal tab electrically connected to one of the pins. Check the device datasheet, and if the tab must be isolated from the heatsink, use an insulating pad and washer.
How should I mount it on a transistor?
Apply a thin layer of thermal compound or use a thermal pad between the device and the heatsink, then fasten the device with a screw so the contact is firm and even.
