Can I use it with a multimeter?
Yes. 4 mm banana plugs fit most multimeter and bench power supply jacks of that size. By convention, use red for positive and black for common or ground.
Is 15 A safe for high-current or mains circuits?
The lead is rated for 15 A, so keep the current below that rating. Do not use test probes on mains circuits unless the lead and probes are rated for that voltage and category, and take care to avoid shorting live terminals.
