Does this holder charge the cell or protect it?
No. The listing describes only a holder with pins. A Li-ion 18650 cell needs a suitable charger and a protection circuit (BMS) to prevent overcharge, over-discharge and short-circuit damage.
How do I get a higher voltage from several cells?
Connect cells in series to add their voltages; for example, two 3.7 V cells in series give about 7.4 V nominal. Use cells of the same type and similar charge state, and make sure the pin wiring matches your design.
