Is the 10V rating enough for 5V or 3.3V rails?
Yes, 10V gives margin above both 5V and 3.3V rails. However, high-capacitance ceramic capacitors lose part of their effective capacitance as DC voltage is applied, so the usable value can be well below 47uF. Check the manufacturer's DC bias curve for your operating voltage.
Does this capacitor have a polarity?
No. MLCC capacitors are non-polarized, so either orientation works electrically. Because large ceramic chips can crack from thermal shock, heat them gradually during reflow or hot-air soldering.
