Why does the measured capacitance look lower than 4.7 µF?
X5R is a Class II dielectric, and its capacitance drops as the DC bias voltage increases. The effective value at your operating voltage can be well below the nominal 4.7 µF.
Is a 10 V rating enough for a 5 V rail?
Yes. A 10 V rating leaves a safe margin on a 5 V supply. For 12 V or higher rails, choose a capacitor with a higher voltage rating.
